Fuel Scam Uncovered in Mpigi!! District Engineers Jailed Over UGX 242M Theft

A major corruption scandal has erupted in Mpigi District, where senior officials are accused of stealing hundreds of millions of shillings meant for road maintenance. Kyambadde Sam, the Assistant District Engineer, has been charged and remanded for embezzling fuel worth over UGX 242 million under the UGX 1 billion Road Maintenance Grant for the 2023–2024 financial year.

The case came to light following a joint investigation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions. Kyambadde was arraigned before the Mpigi Chief Magistrate’s Court and is currently on remand until August 5, 2025. He is being charged alongside Sitakange Charles, another district official implicated in the scheme.

According to investigators, the duo illegally siphoned off more than 21,700 liters of fuel by inflating project requirements and collaborating with fuel station operators. To conceal their actions, they falsified vehicle usage records—listing grounded and non-district vehicles as active participants in road projects.

One of the most brazen acts involved the use of a tipper truck that had been out of service since 2022. This single vehicle was fraudulently listed as consuming UGX 18.5 million worth of fuel. Other vehicles that did not belong to the district were also used in the cover-up to justify the missing resources.

The corruption extended beyond fuel theft. Authorities revealed that a road project—the Kyansoozi–Kampiringisa–Muyiira Road—allocated UGX 97 million, was never executed, despite official reports claiming it had been completed. This appears to have been a fictitious report intended to mask the embezzlement.

This incident follows a similar case in Busia District, where officials were recently charged with misusing the same maintenance grant. In response, the State House Anti-Corruption Unit has widened its investigations to other local governments across the country.

As the investigation unfolds, more arrests may follow. The Mpigi scandal is a stark reminder of how systemic corruption can cripple essential public services—leaving roads neglected and communities underserved, while public funds vanish through fraud.
