On Tuesday, August 9, 2022 Mr. Twaha Kagabo, the Bukoto South MP stunned the country when he chose to return Ug x40m bribe to the Speaker of Parliament’s residence.
Kagabo carried bundles of 20,000 notes to parliament and went straight to the L.O.P Mathias Mpuuga’s office seeking to hand over the controversial cash to him. Mpuuga rejected the money and preferred that Kagabo returns the money to the Speaker’s home where he allegedly picked and offered to provide security to Kagabo as he returned the cash.
The now controversial MP said he was responding to a call by his party leader Robert Kyagulanyi to NUP Mps to return the money whose source is known but purpose is vague. Some people have hailed Kagabo as a brave and transparent man of a rare breed despite Anita Annet Among’s orders for his arrest and investigations by the Inspectorate of Government.
Ugandans are a gullible population and consume the idiocy, hypocrisy and dishonesty of politicians with naivety.
An audio clip now doing rounds on social media has exposed Kagabo’s act as a set up for cheap popularity and undue favours from the NUP leader Robert Kyagulanyi and could have been a trap against Mathias Mpuuga and Speaker Anita Among.

This is the idiocy in Uganda’s opposition parties that have reduced the much hyped liberation struggle to a cash cow and playing with Ugandans’ naivety to their advantage.
Lets look at this;
Mr. Kagabo received the money in cash from the Speaker’s residence in early June ahead of the budget approval, shortly thereafter the National Unity Platform ordered its legislators to return the money and set a deadline that the legislators didn’t respect.
After almost two months, Mr.Kagabo returns the UGX 40m that would have fetched another 16million if it was picked from a money lender two months ago at a 20% per month interest rate prevailing on the market. Kagabo returned exactly 40m instead of 56m!
Mr. Kagabo picked money from a Speaker’s residence and went away. He didn’t have wisdom to question the source and purpose at the time of picking the money and have the courage to reject it or question why the money hadn’t been deposited on his bank account but picked in cash!
For months he hadn’t signaled anyone that he was planning to return the bribe and waited until Robert Kyagulanyi made a damaging statement about his Kawempe South counterpart Hajji Bashir Kazibwe’s suspicious closeness to the state to also rise up. Kagabo is dishonest and corrupt in law. By accepting the bribe and concealing the same for two months before his afterthought,Kagabo can not claim his act was an honest one no wonder then that he reveals his true intentions in a set up.
Further,why did Mpuuga and Kagabo seek to have the return of the money and the rejection of the same in open with the media. Why couldn’t Mpuuga carry Kagabo to the speaker’s office or residence to have the matter resolved in a manner that doesn’t dent the image of parliament? Why did Mpuuga promise Kagabo security to the speakers home as if he was going for war? Did Kagabo have special security when he went to the Speaker’s residence to pick the money? Instead he walked away safely and kept the money for two months.
Is the Leader of Opposition working with Speaker Anita Among as colleagues in managing Parliament or there is a breakdown in their working relations? More interesting is the contempt with which Anita Among referred to Kagabo. She said she didn’t know him! Is this Parliament so big that 15 months into the term of the 11th Parliament Anita Among is yet to know all the MPs she superintends over?
Anyway,now you know that the enemies of NUP are in NUP. The bigger image of the struggle is now more,no wonder the old man is fishing one by one with unprecedented ease.
