National Air Transport Facilitation Committee Meets at Entebbe International Airport

Entebbe, Uganda: The Ministry of Works and Transport, together with the Uganda Civil Aviation Authority (UCAA), successfully convened the National Air Transport Facilitation Committee at Entebbe International Airport, bringing together key stakeholders from across Uganda’s aviation and related sectors.

The high-level meeting included representatives from airlines, ground handling companies, the Directorate of Citizenship and Immigration Control, the Uganda Revenue Authority, security agencies, and officials from the Ministries of Tourism, Health, Trade, Defence, and Agriculture.

The session was officially opened by Mr. Winstone Katushabe, Commissioner for Transport Regulation and Safety, representing the Permanent Secretary of the Ministry of Works and Transport and Chairperson of the Committee. He emphasized the Committee’s critical role in ensuring smooth operations for aircraft, passengers, cargo, and mail, which are central to international trade and tourism.

“The Committee provides a platform for collaboration, information sharing, and coordinated action among aviation stakeholders,” Katushabe said. “Adherence to international standards is not just regulatory—it is essential to delivering a safe, secure, and efficient travel experience.”

The meeting covered several strategic priorities:

National Programme Updates: Reviewing proposed amendments to the National Air Transport Facilitation Programme to align with evolving global standards.

Public Health Preparedness: Briefing on the EAC-CASSOA Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA), highlighting Uganda’s efforts to mitigate health risks in aviation.

Regional Cooperation: Assessing progress on recommendations from the 47th East African Consultative Meeting on Air Transport Facilitation.

Preparations for the 48th EAC Consultative Meeting: Planning for the upcoming regional meeting on November 26–28, 2025, which will be hosted by Uganda and strengthen its role in East African aviation.

Infrastructure Readiness: Reviewing Entebbe International Airport facilities to ensure capacity for future growth and international events.

The Committee concluded with a renewed commitment from all participants to enhance efficiency, security, and customer experience in Uganda’s aviation sector, reinforcing the country’s position as a key hub for East African air transport.
