A very important meeting has started in Kigali, where top officials from different East African countries are coming together to talk about integrity in tax and revenue systems.
The event is called the 20th East African Revenue Authorities Technical Committee on Integrity (EARATCI) Meeting. This four-day gathering was officially opened by Dr. Innocente Mbonigaba, who is the Commissioner for Digital Transformation at the Rwanda Revenue Authority (RRA), also known on social media as @Dr_InnocenteM.
The theme of this year’s meeting is “Enhancing Integrity Through the Use of Technology in Data Analytics.” It focuses on how technology can be used to fight corruption and improve honesty in how taxes are collected and reported. With more governments in East Africa trying to build trust with their citizens, this topic is more important than ever. Participants will explore how tools like data analytics can help revenue authorities become more transparent, efficient, and accountable.
During the opening ceremony, Dr. Innocente highlighted the importance of integrity in public service. He explained that strong and honest revenue systems help governments to collect enough money to provide services like schools, hospitals, and roads. The EARATCI Meeting brings together heads of integrity offices from revenue administrations across the East African Community (EAC). Countries represented include Rwanda, Kenya, Uganda, Tanzania, Burundi, South Sudan, and the Democratic Republic of Congo. These officials will spend the next few days sharing experiences, learning from one another, and developing new strategies to strengthen integrity in their home institutions.
One of the key areas they will focus on is the use of Information and Performance Statistics. These are tools that help measure how well revenue authorities are doing in terms of collecting taxes, serving the public, and staying honest. By using accurate data, officials can make better decisions and respond quickly to problems. It also helps build trust between tax authorities and citizens when people can see that the systems are fair and efficient.
