Entebbe, Uganda: The Uganda Civil Aviation Authority (UCAA) has formalized a strategic partnership with the International Civil Aviation Organization (ICAO) through the signing of a Management Service Agreement (MSA) aimed at enhancing training and capacity building within Uganda’s aviation sector.
The agreement was signed by UCAA Director General Fred K. Bamwesigye and ICAO Secretary General Juan Carlos Salazar. The collaboration focuses on assessing UCAA’s training needs and developing a comprehensive training program covering the 2026–2028 period, ensuring alignment with international standards and ICAO protocols.
Speaking at the signing, Mr. Bamwesigye emphasized that the partnership demonstrates UCAA’s commitment to aviation excellence, human capital development, and compliance with global best practices. He also noted that the initiative aligns with the Sustainable Development Goals (SDGs), particularly on industry innovation and resilient infrastructure.
The partnership is expected to deliver several key benefits to Uganda’s aviation sector:
Enhanced Training and Capacity Building: By establishing an internal training unit and addressing current skills gaps, UCAA will strengthen the capabilities of its staff, promoting professional growth and operational excellence.
Improved Regulatory Oversight: The collaboration will bolster UCAA’s ability to enforce aviation regulations and maintain compliance with international safety standards.
Increased Efficiency and Safety: Comprehensive staff training will improve operational efficiency and safety across Entebbe International Airport and Uganda’s 13 national aerodromes.
Alignment with SDGs: By supporting infrastructure development and innovation, the partnership will contribute to Uganda’s broader economic and sustainable development goals.
Economic Impact: Upgraded aviation infrastructure and adherence to global standards will enhance Uganda’s competitiveness, attract investment, and promote economic growth.
