The Uganda Civil Aviation Authority (UCAA), in partnership with the East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA), Boeing International, and Cranfield University, has launched a three-day Regulatory Excellence Workshop at Protea Hotel in Entebbe. The workshop, running from September 1–3, 2025, focuses on how the aviation sector can adapt to new challenges while keeping safety at the center.
Opening the event, UCAA’s Director General, Mr. Fred K. Bamwesigye, pointed out that aviation is changing faster than ever. He said new technologies such as drones, cybersecurity systems, electric vertical take-off and landing (eVTOL) aircraft, and advanced mobility systems demand smarter regulation. According to him, regulators must not only enforce safety rules but also build trust while creating an environment for innovation and investment.
“The industry is moving fast,” Bamwesigye said. “Our job is to ensure safety, transparency, and accountability, while also supporting growth and opening doors for new opportunities.”
CASSOA’s Executive Director, Eng. Richard Gatete, welcomed the workshop as an important step for the region. He stressed that harmonized regulation across East Africa is necessary to meet global standards and improve safety. “Strong regulation is the backbone of sustainable air transport,” Gatete noted, adding that joint efforts will help prevent risks and make regional aviation more resilient.
During the three-day event, participants are set to discuss issues such as regulating new technology, crisis response, resilience building, leadership in regulatory change, and safety management systems (SMS). These discussions aim to prepare aviation authorities for future challenges while improving oversight.
The workshop also emphasizes the need for collaboration among regulators, airlines, service providers, and global partners. By working together, stakeholders believe Africa can build an aviation sector that is both safe and globally competitive, while also embracing innovation.
This initiative reflects Uganda’s commitment to strengthening aviation oversight and ensuring that East Africa is ready to handle the demands of modern air travel.
