Former KCCA Executive Director Dorothy Kisaka, Deputy Director Eng. David Luyimbazi, and ex-Director of Public Health Daniel Okello are spending the night in police custody, facing investigation and potential charges related to the devastating Kiteezi landfill collapse that claimed 32 lives and injured many others on August 11.

The trio’s detention follows President Museveni’s directive to probe the incident, focusing on alleged criminal negligence. Police Spokesperson Kituuma Rusoke confirmed that Kisaka, Luyimbazi, and Okello would be arraigned in court, stating, “They appeared at CID headquarters today and engaged with our team. Arising from the ongoing prosecution-led investigations, the three former officials of KCCA have been detained”.

The Kiteezi disaster sparked widespread outrage, with officials trading blame. Kisaka, in particular, faced criticism for allegedly disregarding warnings about the landfill’s safety risks to nearby residents. The tragedy resulted in the loss of lives and property, with police recovering bodies from the rubble.

As the investigation unfolds, Kisaka, Luyimbazi, and Okello are expected to face formal charges and potentially join other government officials who have been remanded to Luzira Prison.
