President Yoweri Kaguta Museveni last week left Dorothy Kisaka’s enemies who had desperately fought to make sure she falls to grass deflated at State House after he advanced a second term to her as Kampala Capital City Authority (KCCA).
Led by Kampala and Metropolitan Affairs ministers Minsa Kabanda and her deputy, Tofa Kabuye Kyofatogabye, some top honchos at the city authority had knitted a grand plot that would cast the ED in bad light before the President amid her efforts to have her contract renewed, something that would ultimately send her parking.
To the shock of many, Museveni already opted not only to renew Kisaka’s KCCA tenure but also to elevate her status to that of permanent Secretary and assigned her supervision to the Public Service PS, Lucy Nakyoobe as the ministers nose-dived at their own movie.
But Who Is Dorothy Kisaka?
Kisaka is a law graduate and has pursued diverse studies in leadership and management. She has a Master of Arts in Leading Innovation and Change, from York United Kingdom. Her second master’s degree is a Master of Arts in Organizational Leadership and Management, from Uganda Christian University Mukono Uganda.
She has a Diploma in Public Administration and Management, from the International Management Institute, Galilée Institute in Israël, a certificate from Harvard Ministerial Leadership Program in Health leadership, a certificate for Political Leadership certificate from Pudong, République of China, a certificate in handling Alternative Dispute Resolution, from International Law Institute. She has
done advanced Leadership Studies with Haggai International, Hawaii USA
Dorothy has had a successful record of accomplishment in providing strategic leadership in Uganda.
She is currently the Executive Director of Kampala Capital City Authority since August 2020 providing strategic leadership over Uganda’s capital city. Kampala city is spread out over five divisions and ninety-nine parishes with approx 1.5Milliom residents
She was formerly a Senior Presidential Advisor on political affairs attached to the Office of the Prime Minister when the Rt.Hon.Ruhakana Rugunda was in office. At the same time, she was Deputy Head of the Prime Minister’s Delivery Unit fast tracking service delivery, deputising Prof Ezra Suruma, the chancellor of Makerere University.
She served at the NRM Electoral Commission as Commissioner in charge of Administration and Legal Affairs, for four years. She has twenty years of experience in private legal practice as proprietor of a law firm, serving a diverse clientele, drafting legal documents, and facilitating management-training programs for government, business, academic and non-governmental institutions.
She has served as Board chair and legal advisor on numerous boards including President at Haggai International, Uganda Chapter for ten years. She is currently a member of the Board of Trustees of Haggai International representing Africa.
She is a much sought-after facilitator of adult learning, a dynamic communicator and motivator and energized by mobilizing, motivating and empowering others.
She is very active in her home church and is married with children and lives in Kampala City.
