There was excitement and celebration at the Uganda Communications Commission as staff gathered to welcome Ibrahim Kibuuka Bbosa, the new Spokesman of the regulator.
The clock had just ticked past 7:20 am when Bbosa walked through the familiar doors of the office. For he served at the same place 3 years ago. Having been here before, he easily found his way, a sense of anticipation building with each step. About ten minutes later, Mr. Fred Otunnu, the Director for Corporate Affairs and his new supervisor, arrived. His office, conveniently located next to Bbosa’s, became the setting for their first meeting.
After exchanging pleasantries, Mr. Otunnu dove straight into briefing Bbosa on a current project of particular importance. He outlined the strategic direction of the Public and International Relations division, emphasizing the key role the new spot would play. The conversation broadened to encompass the Commission’s mission in consumer protection and its contribution to the country’s social and economic advancement. It was a stimulating discussion that painted a clear picture of the impactful work that awaits him.
Bbosa returns at a critical time when the communications sector regulator has just closed 11 radio stations across the country over breaches in licensing guidelines.
UCC Executive Director Nyombi Thembo signed a directive a fortnight a go to close the radio stations and warned the commission would not relent in enforcing the law.
Ibrahim Kibuuka Bbosa, a seasoned communicator has just left a similar role at the Uganda Revenue Authority where Robert Kalumba is replacing him.
Staff were optimistic Bbosa who is not new to this role would fit in well and build their careers.
