This agreement introduced formal taxes, primarily the <strong>hut tax<\/strong> and the <strong>gun tax<\/strong>. The hut tax was levied on each dwelling, encouraging the local population to engage in the cash economy, while the gun tax was imposed on firearms, serving both as a revenue source and a means of control. These taxes were initially focused on the Buganda Kingdom but later expanded across Uganda as British influence grew.<\/p>\n<figure id=\"attachment_7996\" aria-describedby=\"caption-attachment-7996\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-7996\" src=\"https:\/\/smlnews.ug\/Luganda\/wp-content\/uploads\/2024\/09\/D0law5rXgAIsX6k-300x170.jpg\" alt=\"\" width=\"300\" height=\"170\" srcset=\"https:\/\/smlnews.ug\/Luganda\/wp-content\/uploads\/2024\/09\/D0law5rXgAIsX6k-300x170.jpg 300w, https:\/\/smlnews.ug\/Luganda\/wp-content\/uploads\/2024\/09\/D0law5rXgAIsX6k.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-7996\" class=\"wp-caption-text\"><em><strong>Hut tax is on of the taxes which were introduced by the British colonialist<\/strong><\/em><\/figcaption><\/figure>\n<p>Before the establishment of the Uganda Revenue Authority (URA) in 1991, tax collection was handled by various government departments under the Ministry of Finance:<\/p>\n<p>1. Department of Income Tax: Responsible for collecting direct taxes like income and corporate taxes.<\/p>\n<p>2. Department of Customs and Excise: Managed customs duties on imports and exports, and excise duties on local goods.<\/p>\n<p>3. Local Government Authorities: Collected property taxes, market dues, and other local levies to fund public services.<\/p>\n<p>Despite these structures, the system was plagued by inefficiencies, corruption, and tax evasion, leading to poor revenue collection.<\/p>\n<figure id=\"attachment_7995\" aria-describedby=\"caption-attachment-7995\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-7995 size-medium\" src=\"https:\/\/smlnews.ug\/Luganda\/wp-content\/uploads\/2024\/09\/images-300x150.jpg\" alt=\"\" width=\"300\" height=\"150\" srcset=\"https:\/\/smlnews.ug\/Luganda\/wp-content\/uploads\/2024\/09\/images-300x150.jpg 300w, https:\/\/smlnews.ug\/Luganda\/wp-content\/uploads\/2024\/09\/images.jpg 318w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-7995\" class=\"wp-caption-text\"><em><strong>One of the URA offices<\/strong><\/em><\/figcaption><\/figure>\n<p>To address these issues, the Uganda Revenue Authority was established in 1991 by an Act of Parliament as a semi-autonomous body. The URA centralized and streamlined tax collection, taking over the roles of the previous departments.
