Born on July 30, 1949, in Uganda, Kiddu Makubuya’s journey through the realms of law and public service is a testament to his dedication and expertise. His academic foundation is nothing short of illustrious, having graduated with First Class Honors in a Bachelor of Laws (LLB) from Makerere University in 1974. This was just the beginning; he went on to earn a Master of Laws and a Doctor of Juridical Science from Yale Law School in 1976 and 1979, respectively. Makubuya further cemented his legal acumen with a Ph.D. in Law from the University of Cambridge, an achievement that solidified his reputation as a legal scholar.<\/p>\n
<\/p>\n
Upon returning to Uganda, Makubuya completed his Diploma in Legal Practice at the Law Development Center between 1981 and 1982, and in 1985, he was enrolled as an advocate of the Uganda High Court. His career in academia began at Makerere University, where he influenced many through his teachings, rising through the ranks from special assistant to associate professor.<\/p>\n

Makubuya\u2019s foray into politics began in 1988, and by 1996, he had been elected as the Member of Parliament for Katikamu South Constituency in Luweero District. His political career saw him serve in various capacities, including State Minister for Luweero Triangle in the Office of the President, Minister of Education and Sports, and eventually as Uganda’s Justice Minister and Attorney General from January 14, 2005, until May 27, 2011. His roles were characterized by significant legal reforms and the defense of the Ugandan government in high-profile cases. His tenure in public service culminated in his appointment as Minister for General Duties in the Office of the Prime Minister, a role he held until his resignation on February 16, 2012.<\/p>\n

Makubuya’s contributions extended beyond politics. He was an active member of the Uganda Law Council, the Management Committee of the Law Development Centre, and the Uganda Constitutional Commission, which was instrumental in drafting the 1995 Constitution of Uganda. His research interests were diverse, covering areas such as jurisprudence, family law, international law, human rights, and constitutional law.<\/p>\n

In 2021, Makubuya demonstrated his belief in grassroots justice by opting to resolve a personal land dispute through a local village court in Luweero District. This decision not only highlighted his respect for traditional justice systems but also his connection to the communities he served. The case was resolved in his favor, underscoring the effectiveness of these local courts.<\/p>\n

Beyond his legal and political contributions, Makubuya is a prominent figure in the Church of Uganda, serving as the Diocesan Chancellor for Luwero Diocese. His insistence on strict adherence to the Church’s provincial constitution during the selection of a new bishop brought him into conflict with other church leaders, showcasing his unwavering commitment to legal principles even within ecclesiastical settings.<\/p>\n
