FINANCIAL disagreement by Wakiso district leaders frustrates the laying of the district budget.<\/p>\n\n\n\n
On 3\/4\/2020\nthe ministry of local government directed all the districts business committees\nto do the laying and the scrutiny of the budgets.<\/p>\n\n\n\n
This was\nintended to follow the guidelines given by the president in the fight against\nCOVID-19 to discourage big gatherings, according to the letter signed by the\nminister of local government Raphael Magyezi.<\/p>\n\n\n\n
On Thursday\nlast week Wakiso business committee met but failed to do any fruitful work due\nto financial disagreement. <\/p>\n\n\n\n
The speaker\nof Wakiso district council Simon Nsubuga demanded that all the allowances of\nall the council members should be given to the five members who make up the\nbusiness committee since they were going to do work for the whole council.<\/p>\n\n\n\n
Wakiso\ndistrict LC5 chair man Matia Lwanga Bwanika revealed that the speaker sold his\nidea to the district Chief Administrative Officer [CAO] Luke Lokuda the day\nbefore the committee met.<\/p>\n\n\n\n
Bwanika revealed\nthat Lokuda also whispered to the district Chief Financial Officer [CFO] Michael\nSsekandi about the speaker\u2019s intentions who automatically turned down the idea.<\/p>\n\n\n\n
In total\naccording to Bwanika, the speaker wanted the committee to be given 23.5m which is\nmeant for 47 councilors.<\/p>\n\n\n\n
The\nsituation forced the CAO to discuss the matter with Bwanika who according to\nhim was not supposed to attend the committee.<\/p>\n\n\n\n
\u201cLokuda\nasked me to go and attend the committee saying that am the only one who could\nturn down the speaker\u2019s intensions and I did because that money could raise\nissues in the general council,\u201d said Bwanika.<\/p>\n\n\n\n
Bwanika\npointed out that the CAO and the CFO were ready to pay the committee members\ntheir usual allowances of 500,000\/ each but this was not the speaker\u2019s target.<\/p>\n\n\n\n
Unexpectedly\nBwanika entered the health boardroom where the committee had convened and this\nmade it difficult for the speaker to unveil his intentions before the committee\nmembers in the presence of the chair man who was not expected in the meeting.<\/p>\n\n\n\n
The speaker\nimmediately sent all the journalists who had turned up to cover the laying of\nthe budget saying there were some private issues to be discussed<\/p>\n\n\n\n
\u201cAny of you\nwho not part of this meeting please gets out so that we can begin business,\u201d\nsaid Nsubuga.<\/p>\n\n\n\n
Being the\nchair man of the district refused to get out the committee meeting saying the\nlaw allows him to attend all meetings at the district.<\/p>\n\n\n\n
As a result,\nthe speaker protested and adjourned the meeting even before official business\nbegan until further notes.<\/p>\n\n\n\n
He picked\nhis helmet and matched out leaving the committee members, the CAO, CFO and\nBwanika puzzled.<\/p>\n\n\n\n
The business\ncommittee is made up of five members and these are, Sarah Namugga the chair\nperson for works, Ronald Nsubuga-chair person for production, and Richard\nWamala Lule-chair person for Gender and Deogratias Kirumira- the chair man for\nfinance.<\/p>\n","protected":false},"excerpt":{"rendered":"
