NSSF Welcomes New Leadership: Ramathan Ggoobi and Dr. David Ogong Take the Helm.

In a significant shift for Uganda’s social security sector, Ramathan Ggoobi, Permanent Secretary and Secretary to the Treasury, has joined the 13th Board of Directors for the National Social Security Fund (NSSF). Ggoobi replaces Patrick Ocailap on the Board, which marks the beginning of a new three-year term starting September 1, 2024.

Dr. David Ogong, the newly appointed Chairperson, succeeds Dr. Peter Kimbowa and emphasized the Board’s crucial role in guiding the Fund’s future.

“I would like you to pay attention to Section 4 (4) of the NSSF Act, which states that ‘the Board shall ensure that there is secure, profitable and effective financial management of the Fund for the benefit of the workers and the country at large.’ It is now your responsibility to maintain the tradition of excellence that the Fund has enjoyed over the years”.  Minister Betty Amongi told the new team at the inauguration ceremony.

Dr. Ogong reflected on his new role, affirming his dedication to the Fund’s ongoing success.

“It is a privilege I take seriously. NSSF holds members’ savings in trust, and it is a major obligation to ensure that this trust is upheld. I believe we achieve this by providing necessary oversight to ensure the Fund keeps members’ funds safe while growing”. He said.

Ggoobi, known for his role in overseeing Uganda’s financial and economic policies, joins the Board alongside Richard Bigirwa, who steps in as a workers’ representative from the National Organization of Trade Unions (NOTU). The Minister has reappointed Aggrey David Kibenge to represent the Ministry of Gender, Labor & Social Development.

Dr. Ogong pledged to lead with a collaborative approach to tackle future challenges and seize new opportunities.

“Having familiarized myself with Vision 2035, I am committed to working with the Board and Management to ensure we meet the Fund’s long-term goals”. He said.

NSSF Managing Director Patrick Ayota welcomed the changes, noting the blend of experience and continuity. “The newly appointed members will bring immense experience, while the reappointed members ensure a seamless transition from the 12th to the 13th Board.”
